Pilgrim Camps: Camp facilities have to be planned for a peak load of 20 lakh people. After adjusting for pilgrims who could be located in the city facilities and with the city residents fully organized camp facilities have to be planned. The consultants have identified the following campsites for camping facilities:

a. City Area: -
The land available in the City Municipal Corporation area has to be earmarked for accommodation of special sections of devotees like NRI’s, Disabled and Old Aged. Considerable portion has to be utilized for administrative purposes, event management facilities, religious purposes and core event functions. However 15% of the visiting pilgrims will be accommodated in the city area using various facilities available. Following land areas could be used for the purpose: -

b. Outside the City Area: - The land available in the City Municipal Corporation will not suffice to accommodate all the pilgrims. Moreover the camps in the region will aggravate the congestion and traffic/pedestrian management would be a difficult task during the event. So the majority of the camps have to be planned outside the city, which will involve the setting up of the Camps, building Access Roads, Water Supply, Sewerage and various administration centers. The camps have been planned in the following areas:-

The readily available land with the Gurdwara, the district, state and the central Government is just about 1520 acres and would not suffice for the land requirement for accommodating the pilgrims in Nanded. The minimum land requirement for the event would be a cumulative of 2500 acres. So alternative locations for land resources have to be identified. For this the District Administration and Municipal Corporation should occupy the rights to the identified locations employing the acquisitions and requisition mode as appropriate.

Camp Layouts
The camps provided have to be equipped with adequate sanitation and bathing facilities. The total area of the campsites has to be adequately segregated into the following facilities:
Assumptions
• Residential space requirement for an individual is 5 (Five) Sqmtr
• Bathing facilities have been designated to serve 100-150/facility/day based on profile • Toilets have been defined for serving 40-60/facility/day based on profile
• Administrative and Security Facilities have been defined based on the Profile of the  Pilgrims accommodated
• Medical facilities caters to 5000 pilgrims / Center

Planning Arrangement for the Camp Structure

Tent Structure
The majority of the visitors have to be accommodated in the temporary camps in the open fields around Nanded City. It will be possible to erect tents for their purpose, as the event will be celebrated in October 2008 as the monsoons are over. Moreover the tents will be of comparatively cheaper price and will not require much of civil works like foundation floorings, fittings etc. The erection and the dismantling of the tents will be fast if we can entrust the work to the experienced contractors, which can be availed from all over the Maharashtra State.

Generally approx of 50sqft (5 sqm) area is assessed for each visitor and the tents of different capacities can be provided. The area for roads services and open areas and other amenities shall be about 25% of the tent area.

Since the tents can be dismantled after the October 2008, it may be necessary to provide some semi permanent accommodation for floating visitors during the whole year. These could be GI shut structures with doors and locking arrangements, with water supply, sanitary and road facilities provided around such campsites. This can be preferably erected at Cotton research Center fields, the divisional office land of railways at Sanghvi, Girni, Wajegaon (Open Land), Shikharghat Gurdwara land, Hastapur open land of Gurdwara etc. The Gurdwara complex can also be planned as an additional temporary/ permanent accommodation in the Gurdwara Complex, which will be an asset in the future.

Camp Roads A ring road (main road) connecting the Nanded City will be planned and the development of the camp will be along the ring road. Provision will be made for cross roads and small traffic lanes for accessing top individual tents.

Drinking Water

Drinking water will be available at various water points and raw water for other purposes will be made available at temporary bathrooms and toilets, washing places etc.

Toilets and Sanitation
Adequate toilets and urinal blocks with drainage arrangement for sullage and sewerage will be planned to keep the area neat and clean to avoid pest infestation. It is also proposed to deploy mobile toilet vans at all time.

Lungar
Lungar management at various locations as per the layout of tents will have to be done. The lungar and storage of material will be made at a central place in a shed/ semi permanent structure.

Gurudwara Parikrama

The number of pilgrims visiting the Sachkhand Gurdwara is expected to be around 25 Lacs. The present approach road and the Gurdwara premises are not in a position to cater to this need. The details of the improvement for roads and Gurdwara premises are indicated under the respective titles.

The other problem to be faced will be the transport arrangements for the visitors from their respective camps to Gurdwara. Even though a master plan of the Gurdwara area will be implemented, it will not be possible to park private cars if individuals, near Gurdwara. A parking lot will have to be created by the side of the Guru Tegh Bahadur Singh road in the Gurdwara land on both sides from where shuttle buses could be operated to various camps and airport to facilitate the pilgrims to visit the main Gurdwara and the other Gurdwara in the city. The visitors coming to Nanded in their private cars will have to park their vehicles in the outer circle and use shuttle buses the access the Gurdwara. Alternatively the City Bus station opposite to the railway station could be used for the parking and scheduling of the Shuttle bus services.

Regular shuttle buses will be arranged between the parking lots and campsites, Campsites and Gurdwara, visits for all the Gurdwara in Nanded. A database will be formulated for the visitors and intra-city bus services shall be scheduled based on the analysis of this database.

The devotees will be offloaded at the Gurdwara gates and will be returned back immediately to the camps. An organized and fully trained staff has to be created for these operations. A pedestrian way has to be made between the ending point of the shuttle buses and the Gurdwara as the devotees have to cover the distance walking. This could be formed as a permanent facility for the local residents.
